"Our territory may have been used not to commit crimes as such but as a stopover on the way to commit crime in other territories," Moratinos said, adding that 66 suspect flights had made stops in Spain.

"According to all information available to the Spanish government at this moment ... there has not been any violation of Spanish law as regards CIA flights since this government came into office (March 2004)," he added.

However, Spanish authorities were investigating flights which could have been used to detain or fly prisoners before or after the stopovers, he said.

"Our territory may have been used not to commit crimes on it but as a stopover on the way to committing crime in another country," Mr Moratinos told a European Parliamentary committee in Brussels.

Having watched "The Path to 9/11" starring Harvey Keitel or read the 9/11 Commission Report it is obvious that the terrorists attacks of September 2001 could well have been prevented had the FBI and CIA and other federal agencies been permitted to pool information and if the Clinton and Bush administrations had acted firmly with Al-Qaida in the 1990's and the eight months leading up to Sept 11. The leaders of Al-Qaida including Ossam Bin Laden and Al-Zawarhiri and key operatives such as Muhammed Atta, Khalid Sheik Muhammed and Zachariah Mousseui were well known to the federal governments but due to a lack of political will the American government and intelligence establishments apart from notable exceptions such as Richard Clarke and John P. O'Neill (who resigned from FBI counterterrorism to become chief of security at the WTC and was killed on 9/11) did not take the declaration of war made by Ossama Bin Laden seriously or the building threat.

Today it is clear that there is an international conspiracy by an association of Islamic terrorist groups, some closely linked, other loosely allied, but all with a shared ideology of Islamic facism seek to commit even more horrendous attacks - the recent attempt to bomb airliners leaving Heathrow in August. Jihadists hiding within the peaceful law abiding Muslim ethnic populations in American and Europe and also originating in countries with a long history of Islamic extremism such as Egypt, Libya, Syria, Iraq and Iran with the support of governments or influential political movements in those countries.

It is the first responsibility of elected governments to protect their own citizens from genocide - one can debate the pros and cons of the free market or the welfare state in another forum.

Terrorists do not wear uniforms, they disguise themselves as normal law abiding people and conspire in secret and with simple plans such as using box cutters to hijack aircraft or homemade explosives mad from materials in a corner hardware store are capable of killing thousands of innocents and bringing terror to millions.

If these attacks can be thwarted by abducting, torturing or interrogating members of these groups who wish to kill me, you and everbody and anybody who they consider infidels, who wish to cause mass murder, who wish to terrorise us into submitting to a twisted medieval clerical Islam, then why not?

If Muhammed Atta was captured prior to 9/11 and he refused to give the names of his fellow conspirators who were still on the loose and ready to commit mass murder, then to save thousands of lives and avert war, the authorities should be authorised to use whatever techniques necessary to make him talk.

I am pleased to confirm that today I have received and accepted an invitation from the European Parliament Temporary Committee dealing with allegations of extraordinary rendition to attend one of their hearings scheduled during October and November 2006.

I have repeatedly made clear the Government's total opposition to any use of so-called extraordinary rendition and to any form of illegal detention of prisoners. I have also emphasised our determination to continue our full co-operation with the investigations into these matters being conducted by both the European Parliament and the Council of Europe.

German police co-ordinated CIA kidnapping
German police were shadowing Khaled el-Masri and exchanging information on him with U.S. authorities before he was seized by the CIA and taken to Afghanistan, a German federal policeman said on Thursday.

Germany has said it had nothing to do with his seizure and did not learn about it until May 2004, around the time he was released and dumped in a remote forest in Albania.

Germany under pressure to arrrest CIA kidnappers
The men – using the aliases Eric Fain, James Fairing and Kirk James Bird – had been among a group of 13 alleged CIA agents who are claimed to have stayed in a hotel in Mallorca on their way to Macedonia in late 2003, according to an investigation by the ARD (http://www.dw-world.de/dw/article/0,,2180613,00.html?ma...df-mp), Germany’s main public television channel. ARD in recent weeks claimed to have located the men and asked for statements, but were turned down.

Passport copies and other information about the men were obtained in 2004 by Spanish police, but have only recently been requested and received by German investigators. . The report gave what it said were the cover names of three men who were pilots and lived in North Carolina. Aero Contractors
