No, this is not true. In Mexico City abortion is no longer completely illegal - as today it is legal for the first 12 weeks only.
Still a huge restriction on a woman's right to choose.

( no-one would deny that Mexico city has a long way to go in the recognition of the
human rights issues in abortion, including the right to privacy and bodily
integrity of the woman or girl. This issue is also current in Portugal where a
referendum on abortion rights just missed the majority necessary and Jose
Socrates must now legislate with human rights groups and NGO's to provide
free, safe and legal abortion in that country- but the fact remains that the issues
of women's reproductive rights are largely being legislated or changed
under the sponsorship of male dominated, catholic legislatures without
recourse to women and their representatives who largely stand outside
the political and hierarchical structures which are creating these decisions without
dialogue)
The wording of the article that the LPR and PiS tried to change in the Polish
Constitution was :- " To protect human life from the moment of conception".
This also closely coincided with the abolition of all abortion (including ectopic
pregnancies in Nircaragua ) which included the then presidential hopeful
Daniel Ortega- after a campaign by the Catholic Church during the
Nicaraguan presidential election campaign.
