If you believe US troops intentionally, knowingly and deliberately murdered children - then there is no difference.
I believe that the US top military brass knowingly, deliberately and intentionally told their troops that all Iraqi citizens were to be regarded as terrorists and that they similarly instructed them to shoot first and ask questions later. And that they did all of this with the full support of George W Bush.
In the small print of the Lancet report on Iraqi dead, it estimates that up to 46% of those killed in Iraq up to October 2004 were children. That report estimated that at least 100,000 Iraqis had been killed since 20 March 2003.
