Engage a process of A Constituent Assembly for social europe

As citizens of Europe, we believe
- that the construction of the European Union has so far been carried out without the peoples of Europe
- that basic human rights are being subordinated to economic interests, and are respected neither in theory nor in practice.

This is particularly true for the Treaty establishing a European Constitution, given the way it was drawn up and the primacy of economy over humanity that it represents. This is why we as citizens deny it all legitimacy and reject it.
We further believe that a Constitution should be produced by a truly democratic procedure which defines basic principles for living in the European Community. Such a Constitution should also establish legislative judiciary and executive bodies elected directly from the peoples of Europe and controlled by them.

Whatever the result of the present ratification process, it is essential that we reflect together on the kind of life we want for dignity and for liberation.

We feel it is necessary to debate and establish basic rights such as the following (not an exhaustive list)
- The right to dispose of your own body, conscience and life
- The right to healthy food
- The right to healthy housing
- The right to a health and social security service
- The right to free education throughout one’s life.
- The right to work and the right to choose one’s work freely.
- Freedom of expression of meeting and of circulation
- Freedom from war and from all forms of military and economic enslavement
- The right to a healthy environment, with maintained biodiversity implying changes in our ways of producing and consuming.

The duty to guarantee together the social material and moral conditions necessary to put these rights into practice.

We call on everyone to sign and to circulate this appeal. We need to organize locally debates and collect grievances. We need to prepare a Constituent Assembly for Europe which, made up of members elected only for that purpose, will draw up a people’s constitution.

the common ground between all those who see a future for a new EU constitution is :
*the right to work
*the right to housing
*the right to social security
*the right to pensions
*the right to education
Some also want a God clause, and for the most part those who opposed the draft constitution on sovreignity grounds, do not want a new constitution at all. An indication of the work to be done, not only lies in the search for a social pact in France, but the initial attitude of the Blair government who midsummer take the presidency of the EU. He considers such "rights" to be alien to the "way the modern world works", whereas many on the continent see their erosion as the worst effects of "anglo-saxon" neo-liberal globalisation. If we wish to "globalise rights", then we ought make sure those rights we have secured in our history of post european war social democracies are not so blythly disregarded.
Naturally there are many different takes and shades of opinion on what new guarantees and rights and aspirations ought be included in a new constitution, as there are many different tactics from Berlin to Warsaw, Luxembourg to London on how to salvage the "most neccesary bits" of the Valerie D'Estaign document. Now is the time to get thinking, and refining the vision for a Europe of people, and peoples.
Thus perhaps we can handle the 5 social rights-
Job
House
Social Security
Health
Education
and the God clause.
and the aspirational declarations (which were in the draft constitution) of clean green world with no more war. Added to which perhaps should be considered the "national aspiration clauses" which though not exactly placating the sovreignity parties who opposed the last constitution would serve to include those communities who feel their national status, language or culture are threatened
by the "anglo-saxon-neo-liberal capitalist free market no nation without state" model.

Europeans have justly rejected a constitution that since the Roman Empires conquest has ruined the matriarchy, and as the material fact remains that the species laws of harmony and joy requires that woman be elected equally at every level but most importantly, politically and judically, as before the empires conquest, and thusly allowing woman to make half the laws in a calendar year, we can see the inadequacy of the EU constitution as putting in place the utopian socialist program that allows man by discrimination to dominate the "so-called democracy" to the detriment of the better half. Good therefore to defeat that discrimination against woman and child(there is no day care in the public buildings including parliaments so even if woman was elected equally as is natures law (fifty-fifty) she would be discriminated against because of her Gender. Put in at very least a doubling of democracy by electing woman equally. That way to natural scientific sociallity and an end to empires on the planet as the real meaning Christianity implied, but was never allowed by the conquorers to fully practice. Victory to womans liberation!!! Its been far to long without justice and law on this missing question. The French language still has the male and female wording system which stems from the matriarchy and its continuation is a tribute to the determanation to restore it, kind of a protest against the inequality imposed by the discriminating males who are still practicing a very aleinating system originating not in nature but in the conquoring empires of the past. There indeed before the conquest ,was a woman's language that defined Herstory, and was fundawomal to natural talk. Back to organic nature and a deeper freedom. Missing from the Bourgeois French Revolution was this practice, and the workers and peasants were the ones pushing for this inclusion and the rich bourgeois class opposed it, preferring the fuedal- bourgeois alliance to the worker-peasant alliance and what a failing it has been because of the omission, womans laws of peace not war, ending of poverty by working, and ending of pollution everywhere by her clean instincts. Quite and ommision indeed, and one that must be addressed before the workers state can fully emerge to full liberation. At the foundation of a new unity like Europe we all need to get the correction for eturnal peace and stability throughout the species. The call ought to go out for a constituent assembly, to create the necessary laws to allow for the return of the matriarchy, which is none other than natures fifty-fifty laws.
