Russia rejects Kyoto Protocol

category international | environment | news report author Tuesday December 02, 2003 18:17author by Author Report this post to the editors

A senior adviser to President Vladimir Putin said Tuesday that Russia cannot ratify the Kyoto Protocol limiting greenhouse gas emissions, dealing a mortal blow to the pact that required Russia's ratification to take effect.

``In its current form, the Kyoto Protocol places significant limitations on the economic growth of Russia,'' Putin's economic adviser, Andrei Illarionov, told reporters in the Kremlin. ``Of course, in this current form this protocol can't be ratified.''

He's proving himself to be one the greatest of American presidents. Make room on Mt Rushmore.

its not just a 'greenie' issue and Russia said they wouldnt acccept it in its current form - so they are still at the table talking. The Russian economy is in a far different condition than that of the US (in terms of its stages of industrial development and resources available to adapt to the treaty). Many believe the US rejection of the treaty had more to do with the veins of oil running through the White House and was less driven by industrial lobbies as many larger US multinationals are already adopting more sustainable industrial practices and systems (as response to market drivers, as oppposed to legislative drivers).

The reasons for Russias decision very different to that of the US. Having seen at first hand the condition of many of Russias regions (in terms of economy and industrial development) I can understand their decision but would put it down to a knowledge gap.

He's trying to squeeze the EU for all he can get for the 'carbon credits' that they have accumulated due to stagnation of industry since 1990. But how much of this money is going to be spent on poverty alleviation? We will wait and see, I for one, am sceptical.
The fact that the Russian economy is in a mess is down to the fact that a few rich oligarchs in the vein of Chelsea's new Chairman Abrahimovich ( currently under investigation) swept up the wealth after the collapse of communism, and Putin hasn't any intention of taking it back to provide for the people.
So yes, a "greenie" does have a problem with Putin!!!

Greenpeace international campaigner campaigner Steven Guilbeault has discounted the reports so far saying that "The person who speaks for Russia is Vladimir Putin and not some bureaucrat. President Putin has made numerous statements in the past few months, reaffirming Russia would ratify."

It seems that there is some sabre-rattling going on in the run-up to the Duma elections on Sunday. Russia is due to ratify after these elections.
