The USA has proposed at the Fort Lauderdale, in the presence of Jeb Bush and Con Rice in Florida, the 35th meeting of "the Organisation of American States" meeting the right for it, "to intervene but not punish" the other 31 states of the organisation as part of measures to "monitor democracy".

Not surprisingly Mexico and all of South America have joined together to say "ˇq t jodas!"

They're calling it "polemic".

And the polemic is updating minute by minute.
The Chileans "bless 'em" mindful of the assistance the USA offered them on that September 11, when Pinochet tired of monitoring democracy overthrew the government and with US assistance gave them butchery for generations, are incensed. They had yesterday opened the meeting with the hope that the organisation could deepen democracy. By which they probably meant, getting more people to watch the new pan-american telly shows, with "hola presidentes!", and buying T-shirts and holding peaceful rallies. They didn't really expect Condolence Rice to offer them "military assistance
for your democracy".

Their minister for the interior has said he doesn't think polemic is th way to go, for by now, everyone is getting used to the Bush crew and their tactics.

They thrive on confrontation and provocation.

He has merely reminded them, perhaps with a personal poignancy for a 62 year old Chilean socialist, that democratic government is an entry requirement for membership of the OAS.

"democracy may not be imposed" is the kernal of the message which was led by Celso Amorim the "Chancellor" (minister of exterior) of Brazil. He was followed in his rebuttal by Venezuala.
