the Ibero-american conference brings together all the spanish speaking states to discuss economic cultural and other relations. This year's focus being debt cancellation which Spanish financiers the largest european group in South and Meso American finance are keen to support.

The other is the Asian Pacific which brings all states on the Asian Pacific belt together only Chile, Columbia, Peru, Mexico and Panama have pacific coasts. And so it was a very busy week for their professional politicans.

Here's a little story of Bush down south america way which makes him seem almost Chavesque, as he waded into a scuffle between Chilean police and his own Secret service.

the USA has intefered in the development and politics of South and Central America since at least the days of Roosvelt, and the Monroe doctrine, yet the first completely american (US) legal firms and financial entities didn't arrive till the mid 1950s.

The Americas have changed greatly in the last years for the first time some states not even appearing in Amnesty international reports, but the abuses of human rights, corruption, and poverty are still amongst the worse, and a culture of oppression still remains. However South and Central Americans have always been at the forefront of political devolpment from the days of Bolivar to the Zapatistas of now. We have much to learn from the peoples of south and central america, their survival, their dignity their alternatives.

Yesterday Chávez visited the Congress in Madrid where he was shown the bullet holes in the ceiling which are one of the memories of the failed coup d'etat attempt of Feb.23 1981, when a low ranking officer of the Guardia Civil took control of the elected assembly and held them at gunpoint, while tanks rolled onto Valencia's streets (traditionally a far right stronghold on the peninsula), and the King went on TV to appeal for democracy.
He wrote in the book of honour-
"Venir a este recinto cargado de historia, de profundos sentires populares y democráticos, es ocasión para ratificar nuestro afecto y respeto por España, por sus instituciones, por su pueblo. Fuertes abrazos. Hugo Chávez".
= Coming to this place loaded with history, (and) of deep popular and democratic senses is an occasion to ratify our affection and respect for Spain, its institutions and people, strong hugs, Hugo (the man on the telly with the baseball bat) Chávez.

He also got a medal from Madrid city council and today visited the Senate and had lunch at the Monclao palace where ZP lives.

Needless to say, the opposition in Venezuela and their right wing sympathisers here (where I write in the Spanish state) take a dim view of the photo of Chávez looking up at the bullet holed ceiling, since they've done their very best to coup d'etat him, and have referred unkindly to the "red gorilla" in their government. That is because they are of the meanest minds and really have very poor manners and for the most part made evil profit from the dictatorships of the past and the murder of their fellow men and women.

Oh well.

civilisation means different things to different people, I happen to think it has a lot to do with mozart, a friendly affectionate pussy cat and very few professional politicians managing your life for you. Different people think it means different things, but one thing is becoming clear on the European mainland -
We don't want any more Coup d'etats, where the coup d'etat means the overthrow of a democratically elected and representative government. Also no more threats of "coup d'etats" either.
For far too long South America and many countries of Europe and most of Africa have lived under the shadows of brutality, dictatorship and the lowest common denominator of the meagre minds who always seek to impose their solutions immediately after the coup. And we (the mozart kitty sofa fan club) aren't going to let that happen anymore. If it does, we'll write letters, stern ones at that to all the quality newspapers.

The private citizen loathes what is termed by his an club "the cult of his personality" ahd therefore there are no photos of his meeting with don Juan carlos Bourbó de Bourbon and his wife doña Sofia, since no-one has claimed the throne of Aragon I sort of think of them as my local monarchs and well they do go back a long way.
The private citizen last week in Madrid "forecast" the end to CDs and private music sales and such, where the dodgy concept of property is perverted for the agrandisement of few quite contrary to sense, good will and the interest of humanity or their cats.
The Bourbons who aren't hobbits probably could deal with the situation and are famous for having a biscuit named after them, and losing one of their number to the guilotine just after the .:. revolution. They have a lot of money, and are considerably more respectable than your local monarchs who honestly don't know their place at all

Though it won't go down in history as an entente cordial, I do think the 16 point agreement between China and Cuba is worthy of interest.

China (a totalitarian communist regime) is to invest 400,000,000$ (a lot of money) in Cuba (a communist style dictatorship) with 49% holding to develop nickel mining thus securing one of it's essential supply routes from a state it considers to be a politically and ethically suitable partner.
China needs lots of stuff like nickel as raw materials for it's technological industrialisation. Thus in these last days, Cuba has got a lot of money, and secured jobs (if not very eco-friendly
at least they are secure) with the assistance of China and this ought show us how the Monroe doctrine's economic side is waning. Only forty years ago, Cuba's status as thorn number one in the side of the USA was guaranteed by the Soviet union in military brinkmanship which upset almost everyone.
This morning's "Voz de galicia" details the accord, (people news -) the morning after the tiny celtic fiefdom celebrated the 82nd birthday of their beloved president of the Xunta, Manuel Fraga, the oldest elected politician in Europe just outdoing our own beloved Paisley by a few years.
The Voz de Galicia is a paper which reflects the character and interests of the cheery yet humble hard working and uncommonly beautiful people of Galicia which in its own language is called Galizia. And well worth a read on occassion :-) from cover to cover. indeed.

I got it wrong, sorry to the keen readers of the other press people and places whirlwind who's meeting who.
The King and his wife met President Bush and his wife this morning not yesterday, they were in an art gallery looking at spanish art of the exploration.
Chavez is sending some old ships to get fixed which will give the Spanish dockers the work they need to keep their docks open a little longer.
And celtic are playing Barcelona in the football.

as he returned unscheduled to Madrid due to technical reasons after enjoying a tour of Iran, Libya Qatar (where they make al jazeera) and Russia since I saw fit to try and pull a social type people and places article on you. Though it took a while. Always takes a while. You realise something, you notice something, you feel passionate about something, you want to announce something, you want to communicate something, you want to "put it it media",...
but it takes time. Everything with it's place and time.

So we see in the end, these people so different in perspectives and political support had din-dins-
It didn't however have anything to do with Dublin's council, or the price of a cup of tea, or the future of Ukraine for Ukranians, or the Peace Processes, or the charity donations, or who lied, or who told the truth, or who was right, or who just chinese whispered.
