The Cochabamba Climate Summit in Bolivia has closed with a call for rich countries to reduce greenhouse gas emissions by 50% and for the setting up of a court to punish climate crimes. President Evo Morales, who organised the gathering, also announced plans to mount a referendum of 2 billion people on solutions to the climate crisis within a year.
