At a nuclear submarine base in Brittany on Friday, Chirac announced the fruits of France's Atomic Energy Commission contract with HP in Galway. They've made "usable" tactical nuclear weapons, and first-strike policy to use them against non-nuclear states and nuclear states alike (though of course they wouldn't use them against the nuclear states).

Chirac has threatened a massive terrorist attack using nuclear weapons, against enemies who sponsor a terrorist attack on France, it's allies, or "strategic supplies" (read: oil).
