John Fitzgerald, the City Manager, recently placed ads in the papers saying that he wants to rezone the park and put a new waste depot and dump in it. To do this he has to materially contravene the City Development Plan and rezone the park. He is trying to use legislation for the first time to allow him to rezone the park without a vote of the City Councillors.
