He squarely points the finger at the global corporate elite thereby implicating not just the USA elite, but the corporate elite of the other major powers, UK, Germany & France.
His view on the other theories like the Jewish/Neo-con cabal or the Saudi/Big Oil is that they don't comprehensively explain all the facts and require a selective reading of them. It also implies they are working outside the main establishment. On the other hand, the fruits of 9/11 and the War on Terror are going directly to global corporations.
It's a long read (98pp) but well worth it.
